The best place to live in Portugal depends on which trade-off you’ll accept: Lisbon and its coast have the largest foreign community at the highest rents; the Algarve and Madeira are the warmest and driest; and mid-sized cities such as Coimbra, Braga and Leiria cost roughly half as much to rent as Lisbon. Official data makes the differences concrete.
This guide compares the main places on rent (INE), climate (IPMA) and where foreign residents actually live (AIMA), then picks the best fits for retirees, families, remote workers and tight budgets.
How we compared places
We used three official sources, so every comparison below can be checked.
- Rent: INE’s Q2 2026 median on newly signed leases, by municipality where INE publishes one, otherwise by region (INE).
- Climate: IPMA’s 1991–2020 climate normals for each city’s weather station (IPMA).
- Community: AIMA’s count of foreign residents by district at the end of 2025 (AIMA).
The picks below are our judgement on that data. INE publishes no municipal figure for Faro, Lagos, Loulé, Évora, Aveiro or Caldas da Rainha, so those use the regional median.
Best places to live in Portugal compared
A 70 m² two-bedroom flat at the median new-lease rent ranges from about €550 in Guimarães to €1,245 in Lisbon.
| Place | Median rent, €/m² (Q2 2026) | 70 m² flat per month | Rent rise in a year |
|---|---|---|---|
| Lisbon | 17.79 | €1,245 | +5.1% |
| Cascais | 17.50 | €1,225 | +9.2% |
| Oeiras | 16.12 | €1,128 | +7.0% |
| Porto | 14.66 | €1,026 | +5.5% |
| Funchal (Madeira) | 14.49 | €1,014 | +17.0% |
| Setúbal | 11.69 | €818 | n/a |
| Algarve (region) | 11.56 | €809 | n/a |
| Coimbra | 9.77 | €684 | +5.5% |
| Braga | 9.05 | €634 | +8.6% |
| Leiria (Silver Coast) | 8.26 | €578 | +5.9% |
| Guimarães | 7.87 | €551 | n/a |
| Alentejo (region) | 6.25 | €438 | n/a |
These are medians, so half of new leases cost more. Funchal’s 17% jump in a year is the fastest of the places listed. Full monthly budgets for each city are in our breakdown of the cost of living in Portugal.
Climate at a glance
IPMA’s normals show how different the places feel through the year.
| Weather station | Mean annual temperature | Annual rainfall | Days at 25 °C or more |
|---|---|---|---|
| Funchal | 20.0 °C | 574 mm | 104 |
| Faro | 18.2 °C | 455 mm | 115 |
| Lisbon | n/a | 794 mm | n/a |
| Coimbra | n/a | 866 mm | 123 |
Faro is the driest of the four and Funchal has the higher annual mean of the two stations with published temperatures; Coimbra has more hot days than either but also the most rain.
Best for retirees: the Algarve and Madeira
The Algarve and Madeira suit retirees who put weather first. Faro’s 455 mm of rain a year is the lowest of the cities compared, and Funchal averages 20.0 °C over the year. The Algarve also has an established foreign community: Faro district had 167,124 foreign residents at the end of 2025, the fourth-highest of any district.
The trade-offs are rent and access. Median rents in the Algarve (€11.56 per m²) and Funchal (€14.49) sit above the national median, and Madeira means a flight for most trips to the mainland. Our guide to retiring in Portugal covers visas, pensions and healthcare for retirees.
Best for families: Coimbra and Braga
Coimbra and Braga combine city services with rents below €10 per m². A 100 m² family flat at the median costs about €977 a month in Coimbra and €905 in Braga, against €1,779 in Lisbon. Even the cheaper end of Braga’s market is low: a quarter of new leases there were at or below €7.14 per m².
If you want an international school, check places and locations before you choose a city, since the options outside the biggest cities are fewer.
Best for remote workers: Lisbon and Porto
Lisbon and Porto suit remote workers who want big-city life and a large international community. Lisbon district alone had 605,895 foreign residents at the end of 2025, more than any other district, and Porto district 167,498 (AIMA).
The cost is rent and healthcare access. Lisbon’s €17.79 per m² is the highest median in the country, and the Lisboa e Vale do Tejo health region accounted for about 1.17 million of the roughly 1.67 million patients still waiting for an assigned family doctor in the June 2026 SNS figures (Observador). Porto city costs almost a fifth less to rent than Lisbon. Remote workers earning from clients abroad can look at the digital nomad visa.
Best on a budget: Guimarães, Leiria and the Alentejo
Guimarães (€7.87 per m²) and Leiria (€8.26) have the lowest medians of the municipalities compared, and the Alentejo region’s €6.25 is lower still. A 70 m² flat at the median costs about €551 in Guimarães, €578 in Leiria and €438 across the Alentejo.
Lower rents come with smaller foreign communities: Leiria district had 69,508 foreign residents and Évora district 12,325, against more than 600,000 in Lisbon district. Check transport links and the nearest hospital before committing to a rural area.
Where foreign residents live
Portugal had 1,585,854 foreign residents at the end of 2025, and 70.3% lived in the districts of Lisbon, Setúbal, Porto and Faro. British nationals numbered 47,726 and Americans 21,293 nationwide (AIMA).
| District (2025) | Foreign residents |
|---|---|
| Lisbon | 605,895 |
| Setúbal | 173,885 |
| Porto | 167,498 |
| Faro | 167,124 |
| Leiria | 69,508 |
| Braga | 67,170 |
| Madeira | 21,941 |
AIMA doesn’t break down British or American residents by district, so claims about where each nationality clusters aren’t backed by its figures. Our guide to moving from the UK covers the post-Brexit rules British movers face.
